Contractor Safety Program

Overview

Contractor safety management is a critical component to ensuring a safe workplace. The purpose of the contractor safety program is to ensure the safety of students, faculty, staff and University of Notre Dame (ND) guests as contractors perform work for the University. ND has a responsibility to ensure we acquire contract companies and vendors who have demonstrated good safety performance and adhere to regulatory requirements. ND is also responsible to make certain contractors are informed of hazards they may encounter while working on Campus and held to ND’s safety program requirements.

The highlights of the Contractor Safety Program include:

• Vetting high risk contract companies’ based on safety performance and insurance levels.
• Requiring high risk contractors who work on Campus to complete ND general safety orientation.
• Requiring ND personnel to actively oversee and manage the contractor by ensuring their adherence to regulatory and ND safety requirements.
• Requiring contractors to report significant safety incidents to their ND contact person.

Process for ND Personnel using Contractors or Vendors

Contractor Qualification Requirements

For a contract company to be qualified as an approved vendor they must meet certain requirements based on the risk associated with their work scopes or work activities. The requirements below will be reviewed and assessed for high risk contractors.

• The contractor company’s incident rates (total case rate and days away, restricted and transferred rate) compared to their Bureau of Labor Statistics (BLS) North American Industry Classification System (NAICS) incident rate averages. Link to the BLS

• The contractor company’s experience modification ratio (EMR). Click here for a definition of the EMR.
• The contract company must not have any willful or serious OSHA citations within the last 2 years.
• Insurance requirements include:
  • A current Certificate of Insurance on file meeting ND required levels. Subcontractors shall possess their own insurance and may not work under the prime contractor’s insurance.
  • Insurance Requirements and Indemnification Agreement on file with ND.
• The contractor company's written programs relative to their scope of work to be performed on campus.
• Completion of the University of Notre Dame's contractor safety orientation.

Forms and Documents

1. Pre-Job Safety Checklist [PDF, 29k] – This is required to be completed by a University of Notre Dame representative (typically the person who is overseeing the contractor). The checklist is available in EHS Insight and must be completed prior to the work commencing.
2. Job Site Safety Checklist [PDF, 26k]- This is required to be completed by a University of Notre Dame representative periodically to validate that the contractor is performing the work in accordance with the University's safety procedures and regulatory requirements.
